   دموکراسی دیجیتالی Digital Democracy، امروزه به عنوان یک مفهوم جدید در عرصه جامعه اطلاعاتی information society در هزاره سوم، پدیدار شده است. استفاده از نهاده های متنوع فناوری اطلاعات و ارتباطی روز برای تعمیق و تقویت و تحکیم ساختار دموکراسی و ارائه آن با نمودهای نوین به جامعه مخاطبان شبکه وند، رفتار سازمانی دموکراسی دیجیتالی را تشکیل می دهد. سایبر دموکراسی ابزار ممتازی در جهت معرفی ظرفیت ها و پتانسیل مولفه های دموکراسی یک کشور است و امروزه با شاهراه جهانی اطلاع رسانی اینترنت، این امر به وضوح قابل درک است. یکی از شاخص های عمده و اثربخش در گسترش دموکراسی دیجیتالی، سایت های رسمی دولت ها در اینترنت است. جامعه یک میلیارد کاربری وب، حجم مخاطب کمی برای اطلاع رسانی فراگیر و چند وجهی دولت ها در سرزمین دیجیتال نیست. باید از این ظرفیت استفاده کرد و با استفاده از ابزارها و فرآیندهای آزاد در آن در تبلیغ برنامه های رسمی به ۱۵ درصد از جمعیت فعال و باسواد کره زمین، بیش از پیش استفاده کرد. اگر چه بیش از ۱۰۰۰ سایت دولتی ایران در وب، با برنامه ای نامشخص و عدم مستندسازی فرآیند اطلاع رسانی دیجیتالی سازمان مطبوع خود، به کار مشغول هستند، اما سایت های سفارتخانه ای ایران در اینترنت که به طور مستقیم، مورد بازدید حجم زیادی از مخاطبان غیر ایرانی کشورمان در خارج از کشور، قرار می گیرند، نباید از معضلات پایگاه های رسمی ایران در وب، برخوردار باشند.
    معضلات سایت های سفارتخانه ای
    در یک نگاه کلی به بیش از ۲۰ سایت مرتبط به نمایندگی های ایران در خارج از کشور، ۶ معضل اصلی و واحد در این پایگاه ها قابل مشاهده است که امیدواریم، حتی اگر مرکز مدیریت سایت های دولتی ایران راه اندازی نشد، شورای عالی فناوری اطلاعات وزارت امور خارجه، برای رفع این نابسامانی ها، با تشکیل کمیته نظارتی بر فرآیند اطلاع رسانی دیجیتالی این وزارتخانه، اهتمام ورزد. مهمترین چالش های سایت های سفارتخانه ای ایران در وب به این شرح است:
    ۱ عدم مستندسازی یک برنامه منسجم برای طراحی، راه اندازی و به روزرسانی این پایگاه ها.
    ۲ عدم استفاده از دامنه domain مناسب و به خصوص پسوند extension شایسته پایگاه های سفارتخانه ای.
    مثلا salamiran.org، به هیچ وجه شایسته سایت سفارتخانه ایران در تورنتو نیست.
    ۳ عدم معرفی جامع پتانسیل ها و ظرفیت های سیاسی، فرهنگی و اقتصادی جمهوری اسلامی به عنوان یکی از تمدن های تاریخ در تارنماهای رسمی ایران در وب.

With ongoing technology scaling high resolution in the voltage domain becomes increasingly troublesome. Time domain resolution, however, is continuously improving as digital circuits become faster in each new technology generation. Time-to-Digital Converters describes the fundamentals of time-to-digital converters (TDC) based on analog and digital conversion principles. An in depth theoretical investigation is provided with respect to quantization, linearity, noise, and variability. Advanced TDC architectures are described that address the challenges of signed time interval measurement, long measurement time, high resolution, high linearity, low-power, variability and calibration, low mismatch among multiple measurements, and suitability for design automation. Resolution enhancement techniques such as pulse-shrinking, Vernier delay-line, local passive interpolation, gated delay-lines, and time amplification are introduced and discussed with respect to operating principle, resolution, power, area, conversion time, susceptibility to variations, and suitability for implementation and mass production. Finally, an overview on TDC applications in phase-locked-loops and analog-to-digital converters is given. Time-to-Digital Converters provides a strong theoretical basis and comprises a unique in depth overview on TDC architectures and conversion principles.

We know Runoff Management is a concept that involves understanding how flow is lost from farmers fields and how this can be changed for the purpose of pollution remediation and flood storage. In order to support this concept a software tool called TOPMANGE has been developed to simulate hydrological flow paths which include the effects of manmade features [1]. TOPMANGE is a high resolution GIS terrain analysis toolkit that allows the user to manipulate flows for the net benefit to the environment. This study involves a number of case studies looking at fields prone to overland flow lost and examples for fields dominated by subsurface flow and land drains. Man made features such as tramlines, tire tracks; land drains and ditches all control runoff [2]. These features can be altered to change the nature of the runoff on the farm, such as altering the cultivation direction. New landscape features such as ponds and new hedgerows can be used to simulate the effect of disconnecting polluting flows and increasing the buffering capacity of the land. Diffuse temporary storage ponds also offer opportunities to remediate flows, whilst still on the farm itself.
